Herbert A. Tillman has been active in law enforcement and the private security industry as a practitioner and trainer for over forty-five years.
He retired from the Orange County Sheriff’s Office as Commander of the Community Affairs/Crime Prevention Division to become Director of Security for Barnett Banks of Central Florida. He was responsible for sixty-five branch banking facilities. Tillman was responsible for all criminal investigations, training and security staff assessments and reviews while serving with Barnett Bank. His training programs reduced losses from frauds and robberies significantly while insuring employee and customer safety. He worked as an independent consultant/trainer for several years after running for the elected office of Sheriff of Orange County, Florida. As the Director of Security for the Hotel Royal Plaza in Lake Buena Vista, Florida he reorganized the security operations and designed several safety and security related training programs for the hotel staff. For several years Tillman was the Chief of Security for Isleworth, a walled-gated golf community in Orange County, Florida. Isleworth is a community of multi-million dollar homes with many high profile sports and business residents which is known for the high quality of safety and security it affords it’s residents.
Most recently he was the Director of the Homeland Security Training Center at Orange County Schools – Mid Florida Tech. Tillman expanded the training opportunities for security officers, law enforcement and emergency service personnel to include advanced and specialized courses in Disaster Preparedness, Risk Assessment and Target Analysis, Weapons of Mass Destruction, Detection and Response to Suicide Bombings and others.
Tillman attended the National Crime Prevention Institute, University of Louisville, Valencia Community College and Rollins College for instruction in criminal justice administration.

Joseph M. Robinson, CPP, CHS-III
Independent Security Consultant
Joseph M. Robinson, an Independent Security Consultant, recently served as the Special Assistant to the Honorable Buddy Dyer, Mayor of the City of Orlando. He returned to municipal government after retiring from the City of Orlando Police Department (OPD) in February of 2006 to take a position as Chief of Staff at AQMI Strategies Corporation, a privately held consulting and strategy firm based in Orlando, Florida. He resigned from this position in March of 2007.
Prior to his retirement from OPD, after a twenty-five year career, he rose to the civil service rank of captain. From March of 1996 to January of 2006, he was assigned to the Office of the Mayor of the City of Orlando and served as Deputy Chief of Staff to the Honorable Buddy Dyer, Mayor. Additionally, in two Mayoral administrations he was responsible for tactical management of the executive protection detail for the chief executive officer of the City of Orlando.
Robinson served as a member of the Mayor’s Cabinet, primarily focusing on public safety and homeland security policy issues. He also handled special projects, the external calendar for the Mayor and participated in day-to-day strategic communication. He has a wealth of experience and knowledge about the City of Orlando and policy making.
As a member of OPD, he served as a member of the SWAT Team, Public Information Officer, Special Patrol Section Commander, Gang Intervention Unit Commander and Recruiting & Training Section Commander.
Robinson, a notable public speaker, has lectured throughout the United States and the rest of the world on topics such as: officer survival, SWAT tactics, leadership and political issues. In addition, he trains federal, state and local law enforcement officers, military personnel, security and government officials, including those in several foreign countries.
In May of 2006, while consulting on a presidential campaign in the Democratic Republic of the Congo, he and two of his U.S. colleagues, along with twenty-nine South African and Nigerian nationals, were detained and falsely accused as mercenaries by elements of the incumbent administration. They were released after ten days of captivity through a combination of private and public diplomacy.
Robinson holds a bachelor’s degree in Administration of Justice from Thomas Edison State College and is certified in homeland security by the American College of Forensic Examiners Institute.

Kelly S. Klatt, CPP
Chief Executive Officer
Kelly S. Klatt, CPP is a former Los Angeles Police Officer who spent 15 years in various field and instructor assignments. He also received specialized training in support of the United States Secret Service. He entered private industry with several years in Regional Shopping Center Security Management and then as the City of San Diego Chief of Convention Center Police. There his responsibilities included security at multiple City of San Diego Public Assembly Facilities. During which time he was also in charge of security at city venues for the 1996 Republican National Convention and the 1998 Super Bowl XXXII. He was sought out for a high level position in the lodging security industry in 1999 by Loews Hotels. There he was tasked with designing, planning, implementation and operational responsibility for safety and security at the Loews Hotels and Universal Theme Parks joint venture four property campus in Orlando, Florida. In 2004 Klatt was asked to assist the Hellenic National Police with operational planning for the XXVIII Summer Olympics in Athens, Greece.
Board Certified in Security Management since 1993 he is designated a Certified Protection Professional. As a Red Cross Certified CPR/AED and First Aid Instructor, he was awarded the Red Cross Certificate of Merit by the President of the United States for saving a life using CPR skills in 1996. He has been certified in Crime Prevention Through Environmental Design (CPTED) since 2002. He is also a graduate of the esteemed Public Assembly Facility Management School at Oglebay and a member of the International Association of Assembly Managers and ASIS International.
Additionally, Klatt has been accepted into the prestigious International Association of Professional Security Consultants. IAPSC is the most widely recognized and respected organization of independent security consultants since 1984. Recently, Klatt was also accepted as a full member of the Association of Security Consultants (ASC) in the United Kingdom. He regularly participates in their membership activities.
Klatt is active in many industry and community organizations including serving on the board of the Orlando Citizen’s Corp Council, the Central Florida Hotel and Lodging Association, the ASIS International – Hospitality, Entertainment and Tourism Council and the Mayor’s SAFE Orlando Task Force.
